# BingBong — Roadmap (90-day, phased, evidence-gated)

This roadmap is a 90-day operating plan. Each phase is gated by the artifacts the phase produces. The phases are evidence-gated: a phase is "done" only when the artifact it produced is in hand and reviewed. Narrative without receipt is not a phase.

## Phase 0 — Pre-launch design system (current)

**Goal:** publish the design surface, the documentation, the claims register, and the architecture diagram. No operational deployment.

**Artifacts:**
- Multi-page static site (`/platform/`, `/buyers/`, `/partners/`, `/governance/`, `/rights/`, `/methodology/`, `/company/`, `/newsroom/`, `/contact/`, `/privacy/`, `/terms/`, `/404.html`).
- `docs/BRAND_SYSTEM.md`, `docs/PRODUCT_SPEC.md`, `docs/PRIVACY_THREAT_MODEL.md`, `docs/CLAIMS_REGISTER.md`, `docs/COMPLIANCE_LAUNCH_CHECKLIST.md`, `docs/SENATE_ADVISORY_PACKET.md`, `docs/ARCHITECTURE.html`.
- Local build, tests, and HTTP smoke checks (`tests/reports/local-verification.html`).

**Acceptance gate:**
- Counsel review of every SAFE and CONDITIONAL claim on the public surface.
- Governance review of the threat model.
- Senate review of the advisory packet.

**Rejection criteria:**
- Any prohibited claim on the public surface.
- Any external dependency (font, CDN, tracker) on the public surface.
- Any live data on the staging surface.

## Phase 1 — Counsel review and surface audit (next 30 days)

**Goal:** close the gap between design target and deployed surface.

**Artifacts:**
- Counsel-reviewed claims register.
- Counsel-reviewed buyer contract template.
- Counsel-reviewed partner contract template.
- Counsel-reviewed compliance issue-spotting for California, Colorado, Connecticut, Virginia, Texas, and any other state in scope.

**Acceptance gate:**
- Counsel sign-off on each artifact, in writing, paired with the artifact path.
- Senate sign-off on the advisory packet, in writing.

**Rejection criteria:**
- Any claim without a paired artifact.
- Any contract template without a counsel sign-off.
- Any state in scope without a counsel-reviewed issue-spotting.

## Phase 2 — Privacy-by-design verification (next 60 days)

**Goal:** convert design targets into evidence-gated engineering work. No deployment.

**Artifacts:**
- Token issuance endpoint specification.
- Edge filter specification and test report.
- Cohort construction threshold table and test report.
- Revocation propagation specification and test report.
- Suppression log specification and test report.

**Acceptance gate:**
- Each artifact is paired with a test report (`tests/reports/...`).
- Each artifact is reviewed by governance.
- No deployment is attempted.

**Rejection criteria:**
- Any artifact without a test report.
- Any artifact without a governance review.
- Any deployment attempt.

## Phase 3 — Pre-operational review (next 90 days)

**Goal:** prepare for an operational phase without going operational. The first operational phase is gated by a separate review.

**Artifacts:**
- Operational surface specification.
- Buyer roster eligibility criteria.
- Partner roster eligibility criteria.
- Disclosure cadence and language.
- Incident response runbook.

**Acceptance gate:**
- Senate review of each artifact.
- Counsel review of each artifact.
- Documented transition plan from staging to operational surface.

**Rejection criteria:**
- Any artifact without a Senate and counsel review.
- Any transition plan that does not preserve the staging surface's `noindex,nofollow` posture until operational deployment is signed off.

## What this roadmap does not promise

- No customers are promised.
- No revenue is promised.
- No timeline past Phase 3 is promised.
- No certification, patent, or audited performance is promised.

Each subsequent phase will be published with its own evidence gates. A phase is "done" only when the artifact it produced is in hand and reviewed.
